Utility company street works registration

If you are a utility company planning to carry out street works in Lincolnshire, you must register your details with us before applying for permits or starting any work.

This applies to organisations with a Street Works Act (SWA) code issued on behalf of the Department for Transport (DfT).

Information we need

Please provide the following information:

  • SWA code, including prefix
  • type of utility work:
    • gas
    • electricity
    • water
    • telecommunications
    • EV charging
  • company name
  • company address
  • main contact name

  • contact email address
  • email address for invoices, if different
  • email address for monthly draft charges, if different
  • escalation contacts for levels 1, 2 and 3, including:

A new undertaker must, prior to carrying out any works, provide the authority with an estimate of the number of units of inspection they expect to generate in that year.

Before work can begin

We will refuse permit applications until all required information has been received.

Any work carried out without the correct authorisation may be considered unlawful and could result in fines, penalties or court action.

Once we have received your information, a member of the Lincolnshire County Council Street Works Team will contact you to arrange an introductory meeting. This meeting must take place before any work is undertaken in Lincolnshire.

Charges and payments

We will send draft charges each month to the contact email address you provide.

You must review and return these within two weeks, either:

  • confirming approval, or
  • raising any queries or challenges

Once charges are approved, we will issue an invoice. Prompt payment is expected.

If payment is not received, debt recovery procedures may be started and further permits may be refused until the account is settled.

You should review the following legislation and guidance before carrying out works in Lincolnshire:
