Plans to repair Yarborough Hill embankment revealed

Plans are being developed for major repairs to a 140m section of Yarborough Road in Lincoln, where the embankment has started to fail.

The project is set to be reviewed and discussed by the county council’s Highways and Transport Scrutiny Committee on Monday 8 December.

Karen Cassar, assistant director for highways, said: “Over recent years, we’ve noticed that the section of Yarborough Road overlooking Whitton’s Park is suffering from ongoing ground movement. This is due to saturated ground caused by inadequate embankment drainage, which is leading to the current retaining walls starting to fail.

“This has resulted in damage to various highway structures along the embankment, including dips in the carriageway; cracked and uneven footways; and the existing layby starting to collapse. 

“We are considering a number of options to fix the issue, all of which would involve stabilising the existing slope and installing new drainage to manage the water in the ground. The project would also see the existing concrete layby fully removed and the footway rebuilt so it’s adjacent to the carriageway.

“By intervening now, before the situation can get any worse, the cost and amount of disruption would be lower than if we waited any longer.”

Key details

  • Work would start during May 2026 for up to four months, subject to weather.
  • If taken forward, the total cost for the project would be between £1.2 million and £2.3 million.
  • Traffic management details are not yet finalised. However, most work would be carried out from within Whitton’s Park. Temporary traffic signals and partial night-time closures would be used as needed during the final two months of the project. 
  • The footways on the embankment-side of the road would be closed during the project, but the footways on the opposite side of the road would remain open. 
  • The visual impact of the new embankment will be minimal, blending naturally with the surrounding landscape of Whitton’s Park.
  • Exact dates and traffic management details would be shared with once confirmed in Spring 2026.
