The second phase of the Sincil Bank Rejuvenation Project will see aesthetic improvements made to the area, including new signs and planters.
Cllr Michael Cheyne, executive member for highways, said: “Following on from the highways works that were completed earlier this year, we will be returning to Sincil Bank next month to start carrying out the second phase of the project, which is aesthetic improvements to the area.
“This will include installing over 30 planters for indigenous trees, plants and shrubs and installing new bollards where the East-West Link Road meets Portland Street.
“And, to finish the project, we’ll be installing new 3m tall ‘Welcome to Sincil Bank’ signs near Wyvern House off of Kesteven Street and at the Community Garden on the corner of Portland Street and Canwick Road next March.”
As part of the second phase of the project, gates will also be installed on the footpath past the Lincoln City Football Club stadium, towards South Park Avenue.
Dates and timeframes
- Planters, bollards, community garden and gates: Monday 5 January for up to four weeks
- New signs: March 2026 (exact dates TBC)
Location of works
- Planters, bollards, community garden and gates: along Sincil Bank, with bollards located near Portland Street
- Planters will be installed starting at Kesteven Street and down Sincil Bank, including near the Cross Street and Canwick Road junctions.
- Gates will be installed just south of Lincoln City FC’s LNER Stadium.
- New signs: located at the junction with Canwick Road and north of Kesteven Street
Traffic management
- Combination of phased road closures on Sincil Bank and lane closure on Portland Street
- No phased section of Sincil Bank will closed more than one week
- Those directly affected will receive exact details closer to the closures happening
Diversion route
- Local signed diversion routes in place throughout the works – these will change depending on where the works are taking place

“These connectivity improvements to the local transport, roads, bike paths and pedestrian routes will unlock new job opportunities for local people and boost growth for the City of Lincoln as promised in our Plan for Change.”
Town Deal board member and City of Lincoln Council Leader, Cllr Naomi Tweddle said: "With phase one of the Sincil Bank project successfully completed, we’re pleased to see the second phase start this winter, with the overall goal to improve the aesthetics of the local area.
"Greenery and planting are hugely important for urban zones, with benefits ranging from improved air quality, enhancing how an area looks, and making a positive impact on residents’ mental and physical wellbeing.
"Funding from the Be Lincoln Town Deal has greatly helped improvements to Sincil Bank and we’re looking forward to seeing these updates be implemented."
The project will cost £3 million and is being funded by a portion of the £19 million of Lincoln Town Deal funding awarded to the City of Lincoln in 2020 by the Department for Levelling Up, Housing and Communities.
