Councillor David East, executive member for Highways and Transport at LCC says he’s keen to hear what questions members will raise today as the Scrutiny Committee meets in the Council Chamber
He said: “As the executive member I am very interested in what the Scrutiny Committee will ask on each of these topics because the discussion will shape what eventually goes forward to the Executive for final decisions.”
It’s important to understand that today’s meeting isn’t about signing anything off. Scrutiny doesn’t make the decisions on what’s to come because today’s job is to look at the proposals, test the thinking behind them and make sure councillors have had the chance to challenge, question and understand the detail before anything reaches the Executive Board. It’s a deliberate part of the democratic process, set up so the public can see how ideas are examined and how they move through the system.
As with all Highways and Transport Scrutiny sessions, several items on the agenda today will matter to a lot of people across Lincolnshire.
One of the first is a proposal to introduce charges for H‑Bar markings. These are the white lines painted across dropped kerbs to discourage parking. Officers will explain the reasoning behind the idea and councillors will explore what it might mean for residents. Their comments will be passed to the Executive Councillor for Highways and Transport later this month.
Members will also hear about the planned bid to replace Langrick Bridge. Engineers say the structure needs major intervention, and the council is preparing a submission to the Department for Transport. Scrutiny’s feedback today will help shape the final report before it goes to the Executive in October.
Flooding and drainage in Aslackby is another item for discussion. Council officers will outline a scheme designed to improve highway drainage and reduce surface water problems. Councillors will look at the details and raise any concerns before the proposal moves on to the Executive Councillors for Highways, Transport and Resources.
The committee will also review the latest highways performance figures. Winter brought a sharp rise in potholes and reactive repairs, and officers will explain how the backlog was cleared and how road condition has changed across the network.
Education transport and road safety are on the agenda too. Members will hear about rising demand for SEND transport and the latest casualty figures on Lincolnshire’s roads.
Parking enforcement will also be discussed in the meeting. Councillors will look at nuisance parking reports, the service’s budget position and the possibility of future powers to deal with pavement parking.
Once the committee has finished its questions and comments, everything discussed today will be passed to the Executive for decisions to be made and a course of action, where possible, set.
