Drainage and resurfacing works at A46/Horncastle Lane junction begin next month

The works to the eastern side of Horncastle Lane, where it connects to the A46 Welton Road, are due to start in early January.

Adverse weather conditions and supplier issue causes delay to start of works - 20/12/2020

Due to a combination of wet weather and utility provider delays, the planned closure of Horncastle Lane will now begin on Wednesday 20 January for two months.

In addition, the current road closure on Lincoln Road and the right-turn ban on the A15 Heath Lane junction will also be extended until mid-March.

These changes won't affect the new roundabout opening next spring.

Drainage and resurfacing works at A46/Horncastle Lane junction begin next month - 04/12/2020

The works will start on Monday 4 January, and will take up to eight weeks to complete (subject to suitable weather).

Cllr Richard Davies, executive member for highways, said: 

"These works, which are part of our ongoing A46 Dunholme/Welton improvements, will see Horncastle Lane closed for up to two months while we completely rebuild a section of the road and install new drainage and kerbs."

A full 24/7 road closure will be in place on Horncastle Lane throughout the works, at its junction with the A46 in Dunholme.

The diversion route will be via the A46 to Nettleham Roundabout then to the A46/A15 Riseholme Roundabout. Then the A15 to the A15-A1500 roundabout (which joins with the other end of Horncastle Lane), and vice versa.

Temporary 24/7 traffic signals will also be in place on the A46 where the new roundabout is being built.

In addition, the current road closure on Lincoln Road will be extended to the end of January due to a combination of wet weather and utility provider delays. However, this extension won't affect the new roundabout opening next spring.

The temporary 30mph speed limit currently in place will also remain for the rest of the scheme. 

Cllr Davies added: 

"Because the works we're carrying out will be taking place so close to Horncastle Lane, keeping it open would cause huge delays and safety issues on the A46 caused by also needing temporary signals at the A46 / Horncastle Lane junction. 

"This closure will inevitably cause some disruption, but it's better than the alternative.

"I want to assure people that we'll be carrying the works out as efficiently as possible so we can possibly re-open both Lincoln Road and Horncastle Lane ahead of schedule – but that will also be dependent on the weather cooperating with us.

"As a whole, the project is progressing well and we're still on target for having the new roundabout opened next spring, which will mean safer journeys and less congestion for everyone traveling on the A46 near Dunholme and Welton."

The A46 Dunholme / Welton Roundabout project is being part-funded using the £2m allocated to the authority by the Department of Transport (DfT) from tranche 2 of its National Productivity Investment Fund.

The remaining funding for the construction of the scheme will come from a combination of third party contributions and the county council.
