MINUTES OF THE WOODHALL SPA PARISH COUNCIL MEETING HELD ON TUESDAY 15th January 2019 AT 7.30 PM IN THE COUNCIL CHAMBER STANHOPE AVENUE

The Clerk had not received apologies from Councillor Ford or Farrar.

DECLARATION OF MEMBERS’ INTERESTS IN ACCORDANCE WITH THE LOCALISM ACT 2011

There were no disclosable pecuniary interests declared in matters on the agenda, which had not already been declared to the Monitoring Officer at ELDC.

NOTES OF THE FULL COUNCIL MEETINGS TO BE APPROVED AS THE MINUTES

a.   Full Council meeting on 18th December 2018

It was proposed, seconded and resolved to approve the notes of 18th December Council meeting as being a true record of the meeting.

TO RECEIVE THE DRAFT NOTES FROM

a.   The Planning Committee held on 8th January  

The meeting was cancelled due to being inquorate, therefore there were no draft notes to receive. 

b.   The Resource Committee held on 8th January 

The Chair of the Resource Committee, Councillor I Clarke, gave a brief over view of the draft notes which had only been circulated that afternoon. There were no comments.

REPORTS FROM CLERK AND COUNCILLORS ON MATTERS OUTSTANDING AND ACTIONS ARISING FROM THE MINUTES

No comments were made.

REPORTS FROM DISTRICT AND COUNTY COUNCILLORS 

ELDC Councillor Leyland informed the Council the planning application for the development at the Railway Inn was going before the Planning Committee. The planning application for the Spa Baths was considered a major application, he suggested GN Construction be invited to the Parish Council to explain the details of the planning application.

Councillor Leyland said he would raise the matter of the 40MPH signs on the Martin straight with Councillor Bradwell as motorists are driving too fast on the unstable road.

The Transformation Programme, Asset Transfers is a little behind schedule however work is continuing preparing documentation on all aspects of the proposed assets highlighted to be included in the transfer.

TO CONSIDER THE DRAFT BUDGET PROPOSAL FOR THE 2019 / 20 BUDGET AND SET THE PRECEPT

After detailed discussion it was proposed, seconded and resolved by a vote of 7 in favour of the budget and 2 against to set the precept at £72084.83.

TO CONSIDER AND RESOLVE WHETHER TO INCLUDE THE FOOTPATH OFF STIXWOULD ROAD TO JUBILEE PARK IN THE VILLAGE GARDENING MAINTENANCE PROGRAMME

The footpath had been identified as an unofficial right of way leading from Stixwould Road into Jubilee Park by the Cricket Club. It is a well-used path but has overgrown bushes and the path can become quite muddy.

The Clerk is to seek quotes for maintenance to present at the next Resource Committee.

TRAFFIC ISSUES WITHIN THE SPA BATHS AREA:

a.   To agree to consult with local residents and businesses on how best to address parking issues in the Spa Bath’s and adjoining areas 

LCC Highways department have given permission to the Council to install verge protection markers around the Spa Bath’s area but stated that a consultation process must first be carried out. It was proposed, seconded and unanimously resolved to consult with local businesses and residents. 

b.   To consider an approach to LCC about the feasibility of making Coronation Road a one way road, and King George Avenue closed to vehicles

The Council were in favour of a one way system and thought the best way forward would be to hold a public meeting at Coronation Hall for local residents and businesses. The Clerk is to check availability of the hall to determine the date and time of the meeting.

TO RECEIVE AN UPDATE ON THE ELDC TRANSFORMATION aSSET TRANSFORMATION PROCESS FOR WOODHALL SPA, AND TO AGREE ANY NECESSARY ACTIONS

An update on progress was provided by Councillor Leyland at item 8.

TO RECEIVE REPORTS FROM WORKING GROUPS, OUTSIDE BODIES AND WORKSHOPS

Councillor Frost attended the Heritage Committee meeting. The Spa Baths development was discussed, however the details of the planning application were not available for their meeting.

TO ELECT A NEW MEMBER TO THE RESOURCE COMMITTEE

Council agreed 5 members on the Committee were sufficient for now.

TO CONSIDER AND RESPOND IF REQUIRED TO CORRESPONDENCE RECEIVED SINCE THE LAST MEETING: 

a.   Letter and from ELDC informing the Parish Council that the Railway planning application is going before the Planning Committee on 17th January.

No further action is required.

b.   A letter from the Heritage Committee asking the Council to amend its grant awarding policy to assist with groups like them for information leaflets

The Resource Committee is to review the policy in February.

c.   A record of policing issues in the parish from PCSO Stuchfield was presented to the

d.   Notification from LCC Highways regarding a diversion route for bridge works to be complete 15th April – 5th July at Bardney Bridge
