MINUTES OF THE WOODHALL SPA PARISH COUNCIL MEETING HELD ON TUESDAY 16 JANUARY 2024 AT 7.00PM AT THE COUNCIL OFFICE. 

Public Forum

Three members of the public were present, one had a query regarding a planning application and another to ask about speed limits on Horncastle Road.

FC/1/1/24 Comments from the Chair

The Chairman did not make any comments.

FC/2/1/24 Apologies for absence with reason given 

Apologies were noted and accepted for Councillors Shaw and Cooke. 

FC/3/1/24 Declaration of Members’ interests in accordance with the Localism Act 2011

(Disclosure by all members present of disclosable pecuniary interests in matters on the agenda that have not already been declared on their Declarations of Interests form or put in writing to the Monitoring Officer at East Lindsey District Council)

No declarations were made.

FC/4/1/24 To consider requests from members for a dispensation on any items on the agenda (In accordance with the Localism Act 2011 the Parish Council has the authority to grant any members present a dispensation on their disclosable pecuniary interest so that they may take place in the debate and vote)

All Councillors completed a dispensation form to discuss the budget and set the precept. 

FC/5/1/2 To receive the draft notes from the Full Council Meeting Tuesday 19 December to be approved as the minutes

It was proposed, seconded, and resolved to accept the draft notes as an accurate account of the meeting.

FC/6/1/24 To receive a report from Lincolnshire County Council & East Lindsey District Council  

a)    To consider actions/progress from the WSPC & LCC Highways meeting

A meeting was held with LCC Highways officer at the Parish Council office. A recap of outstanding issues regarding speed signs and highway restrictions in the village were revisited. Unfortunately LCC Councillor Bradwell was not at the meeting to comment.

ELDC Councillor Leyland briefly explained about the IDB levy, 50% of council tax goes to the IDB. ELDC are discussing with the government and the Environment Agency. Drainage issues within the parish have been reported.

b)    To note the bank reconciliation

The bank reconciliation as of 31 December 2023 of £101751.04 was noted.

c)    To consider the Fourth & Final draft budget 2024/25

The budget was considered for the fourth time, no further alterations were requested. 

d)    To set the 2024/25 precept

It was proposed, seconded, and unanimously resolved to increase the precept by 8% totalling £89548.20

FC/8/1/24 To note the website status from March 31st and consider alternative providers

It was proposed, seconded, and unanimously resolved to sign up for the free LCC parish website. The council also opted in for the webmaster services on an annual contract with LALC starting at £100. 

FC/9/1/24 To consider the recent criminal injury in the village and establish a protocol for clean-up operations in case of any future incidents

The Clerk is to contact the police to determine which “council” is responsible for cleaning up such crime scenes in public places.

It was proposed, seconded, and unanimously resolved to purchase a mini spill kit for in office use.

FC/10/1/24 To set the date of the Annual Parish Meeting

Friday 24th May was set as the Annual Parish Meeting date at Coronation Hall with consultation regarding Royal square development, WC provisions and village drainage issues.

FC/11/1/24 To note the date of the meeting with Witham 3rd Drainage Board

The meeting is scheduled for 25th January in the office with W3DB and Councillors Etches and J Sanderson. 

FC/12/1/24 Planning Matters

a)    To consider and respond to Planning Application S/215/02197/23 – Demolition of 1no. existing garage and 1no. existing outbuilding.

LOCATION: 37 Witham Road, Woodhall Spa, LN10 6RW

It was proposed, seconded, and unanimously resolved to support this application.

b)    To consider and respond to Planning Application S/215/02424/23 – Erection of a replacement dwelling on site of existing house which is to be removed.

LOCATION: Beech House, 15 Sylvan Avenue, Woodhall Spa, LN10 6SL

It was proposed, seconded, and unanimously resolved to support this application.

c)    To consider and respond to Planning Application S/215/02473/23 – Section 73 application to vary condition no. 1, no. 2 and no. 3 

LOCATION: Land rear of 101 Witham Road, Woodhall Spa

It was proposed, seconded, and unanimously resolved to object to this variance of conditions application due to missing footpath and bridge elements for ease of access for pedestrians at this development.

d)    To consider and respond to Planning Application S/215/02474/23 – Section 73 application to vary condition no. 1, no. 2 & no.3

LOCATION: Land rear of 101 Witham Road

It was proposed, seconded, and unanimously resolved to object to this variance of conditions application due to missing footpath and bridge elements for ease of access for pedestrians at this development.

e)    To consider and respond to Planning Application S/215/02477/23 – Extension to existing dwelling to provide additional living accommodation, part of existing dwelling to be demolished with an existing vehicular access to be blocked up.

LOCATION: Seven Oaks, 63 Stixwould Road, Woodhall Spa, LN10 6QG

It was proposed, seconded, and unanimously resolved to support this application.

f)    To consider and respond to Planning Application S/215/02487/23 – Extension and alterations to existing dwelling to provide additional living accommodation.

LOCATION: Beechwood, 23 Woodland Drive, Woodhall Spa, LN10 6YF

It was proposed, seconded, and unanimously resolved to support this application.

The tree work application was noted

Facilities Matters

FC/13/1/24 To review the 2023 village Christmas Tree light programme and consider options for 2024 event

Several issues were raised regarding the programme this year which included:

The tree champfering was too short
Some cables have perished and need renewing
New sets of lighting are required as they have also perished at the connector site
Volunteer availability
Consider professional Christmas decorating service
Consider other options
Include at APM for public consultation
Set up a working group meeting to discuss options and get designs & quotes
  
FC/14/1/24 To consider a Lamp Light of Peace to commemorate 80 years on from D-Day

It was proposed, seconded, and resolved to purchase the lamp by the majority of Councillors.

FC/15/1/24 To clarify the term “Community Groups” for JPWS Rally Field lease agreement and payment of fees for utility services

It was proposed, seconded, and unanimously resolved to include the description of Community Group and included payment fees, terms, and conditions of user in the updated lease ready for signing.

Councillor Etches is to confirm with the Clerk.

FC/16/1/24 To set the date of the next Full Council/Hybrid meeting

The date of the next Full Council meeting was set for Tuesday 20th February.
