Reasons

Lincolnshire County Council recently reviewed the waiting restrictions at the above location. In order to make better use of the existing parking arrangements along the seafront, a number of changes are proposed on the eastern side only, that are aimed at promoting footfall through the Town Centre and providing short term parking along the seafront.

The key changes are as follows;

• All seasonal aspects will be removed from all restrictions so that they apply all year round.

• Where double yellow lines are present, it is proposed that these will now include a loading restriction between the hours of 10am to 4pm to facilitate traffic flow and improve visibility at accesses.

• The existing disabled bays will be in operation for longer, from 8am to 8pm.

• All coach parking will be removed and replaced with a combination of 30 minutes limited waiting 8am to 8pm, 4 hours disabled parking 8am to 8pm and a 24-hour taxi bay.

• Coach parking outside KFC will be removed and replaced with No Waiting at Any Time and No Loading 10am to 4pm to maintain visibility and safety at the car park access. • The dual Taxi and disabled bay in the vicinity of McDonalds will be extended in length.

• The dual Taxi and disabled bay in the vicinity of the pedestrian crossing at the Clock Tower roundabout will be removed and replaced with No Waiting at Any Time and No Loading 8am to 8pm to facilitate queuing and traffic flow at the roundabout. This facility has been relocated to the area where coach parking currently takes place. It should be noted that:

• The current Bus Stop Clearway arrangements for regular service buses are unaffected by this proposal and will remain as they are.

• These changes apply to the eastern side (Pier side) of Grand Parade and North Parade only.

• Coach parking is available on Richmond Drive, a short walk from the Town Centre, where 56 dedicated bays are provided by East Lindsey District Council for a nominal charge. T

Therefore, it is proposed to prohibit waiting as set out on the plans to the Order. The Chief Constable, Parish Council and District Council have been consulted, along with other local groups/companies.
