I am writing to request information under the Freedom of Information Act 2000 in relation to Lincolnshire County Councils Adult Social Care commissioning and contracting arrangements.
Please provide the information in electronic format where possible.
Please note that this request relates to externally commissioned adult social care services, specifically Care at Home/Domiciliary Care and Extra Care Housing.
Care at Home / Domiciliary Care
Please provide details of your current Care at Home/Domiciliary Care commissioning arrangements, including:
1) Whether Care at Home services are currently commissioned via:
a) A framework agreement
b) Dynamic Purchasing System/DPS
c) Approved provider list
d) Spot purchasing only
e) Other arrangement, please specify
2) Where a framework, DPS or approved provider arrangement is in place, please confirm:
a) The name of the framework/DPS/arrangement
b) The date it commenced
c) The date it is due to expire or be re-tendered
d) Whether any extension options are available and, if so, until when
3) Please confirm the current structure of the Care at Home model:
a) Whether provision is zoned or non-zoned
b) If zoned, the number of zones and a brief description of how the zones operate
c) Whether indicative or contracted hours are attached to each zone, and if so, the typical number of hours per zone
4) Please confirm the number of providers currently:
a) Approved/on the framework, DPS or provider list
b) Actively delivering Care at Home services on behalf of the local authority
5) Extra Care Housing
Please provide details of your Extra Care Housing commissioning arrangements, including:
a) The number of Extra Care schemes/sites currently commissioned by the local authority
Whether care delivery within Extra Care Housing is commissioned through:

5a to 5f - can confirm that the following Extra Care schemes sit within the Capital Programme: De Wint Court, Lincoln Diamond Place, Welton In addition, The Hoplands, Sleaford is currently included within the Capital Programme. Development has not yet commenced, but it is anticipated that works will begin towards the end of this year, with completion currently expected in 2029. There are also other Extra Care schemes across Lincolnshire where individuals may be placed.

Lincolnshire County Council does not hold any contracts relating to Extra Care housing. The contracts will be held by the landlord or housing association. Lincolnshire County Council’s involvement is through financial support to the schemes and further detail can be found at Extra Care Housing for Welton – Lincolnshire County Council
