Apply for a charity stall on the highway

You can apply for permission to set up a charity stall on certain highways across Lincolnshire. Before submitting your application, please read the guidance below to ensure your application is complete and your stall meets safety requirements.

What you need before applying

Before submitting your application, you must have the following:

  • Public liability insurance: Evidence of £5 million cover.
  • Stall plan or photo: A simple plan or photograph showing your proposed stall or setup.
  • Risk assessment: Please complete a risk assessment using the template provided below.
  • Charity registration number: A valid charity number is required.

Important: Without permission from your local district council (evidence must be provided with your application), charity stalls may only collect supporter contact information. No cash donations or financial information can be accepted.

We have approved the above locations based on the following criteria:

  • Adequate space to accommodate a small stand or gazebo
  • Sufficient footfall to ensure the stall is viable
  • Safe passage for pedestrians around the stall

Things to consider

  • Transport: Plan how you will transport your equipment. Check the nearest public car park.
  • Weather: Ensure your stall is suitable for the forecast conditions.

Risk assessment

Use the following as a guide when completing your risk assessment:

Hazard Control Method
Stall Setup & Equipment Ensure all tables and displays are secure. Secure banners and posters. Keep storage tidy. Check setup during event.
Slips, Trips & Falls Avoid cables, keep pathways clear, inspect area before opening.  
Adverse Weather Use weights for gazebos, avoid high wind, provide weather-appropriate protection, stop activity if unsafe.
Manual Handling Avoid lifting alone, provide guidance, use trolleys.
Data Protection Only collect supporter contact info unless council permission is provided. Store data securely. Provide privacy information.
Crowd Management Arrange stall to allow easy flow. Volunteers monitor peak times.
Volunteer Safety Provide guidance on challenging behaviour. Ensure breaks. Minimum two volunteers present.
Fire Safety Use only PAT-tested electrical equipment. Identify fire exits/extinguishers. Keep flammable materials away from heat.
Infection Control Provide hand sanitiser, clean surfaces regularly, volunteers stay home if unwell.
