We are proposing a simpler, more effective way to deliver local services. The idea is to move to a single-tier council. One organisation responsible for all local government services across the county. This would replace the current two-tier system of county and district councils.
 
The proposed new council would cover the same area as the current Lincolnshire County Council. This approach cuts duplication, saves money, and improves access to services. It also means that high-performing services like:

  • children’s care                                                                                                                                                            
  • adult social care
  • highways
  • fire and rescue

Will be able to continue without disruption.

This plan also supports better coordination with other key services like, police, fire and the NHS. As it matches their existing boundaries. 

It respects Lincolnshire’s identity, culture, and heritage and ensures local voices remain strong. So we can continue to our work with town and parish councils.

We will also introduce new ways of getting involved for residents in areas without parish councils.
 
Finally, this change would support future devolution deals, giving Lincolnshire more control over funding. Including decision-making from the central government.
