Rights of way

Public Rights of Way improvement Plan

The Public Rights of Way Improvement Plan sets out how the Council intends to maintain, develop and improve this network between 2025 and 2035. It is based on an assessment of the existing network, relevant policies and data, together with feedback gathered from stakeholders during a consultation in 2024.

The plan is organised around four themes:

  • Maintain: improving maintenance, vegetation clearance, surfaces, signage, enforcement and the information used to manage the network.
  • Develop: making routes more accessible, improving infrastructure and securing improvements through the planning process.
  • Connect: addressing gaps in the network, creating better links between communities and improving road and rail crossings.
  • Engage and promote: providing better maps and information, supporting volunteers and encouraging more people to use and enjoy the network.

The plan contains a detailed statement of action setting out what we aim to achieve, the expected public benefits and the anticipated timescales.
